Dear Mr. Nicol:

I AM WRITING ON BEHALF OF THE UNITED STATES KERRY BLUE TERRIER CLUB IN OPPOSITION TO AB 1634 AS AMENDED BY THE BUSINESS AND PROFESSIONS COMMITTEE ON APRIL 26TH.

The USKBTC is the eighty one year old parent club designated by the American Kennel Club as stewards of the breed and advocates for the Kerry BlueTerrier in the United States. We have twelve chapter clubs stretching from Hawaii to New York, three of which are located in California.

AB 1634 in its current form, proposes to seriously restrict the property rights of responsible breeders and owners while imposing untold and unjust punitive fees to own an intact dog, WHILE NOT ADDRESSING PUPPY MILLS, the source of the bulk of the problems associated with animal control . The USKBTC strongly supports reasonable and universally enforceable laws that protect the welfare and health of purebred dogs but do not restrict the rights of legitimate breeders and owners who take their responsibility seriously.

MANDATORY SPAY/NEUTER LAWS HAVE BEEN TRIED IN MULTIPLE JURISDICTIONS OVER THE LAST THIRTY FIVE YEARS IN ONE FORM OR ANOTHER. THEY HAVE NEVER SOLVED OR IMPROVED THE PET OVER POPULATION PROBLEM. THEY HAVE IN FACT INCREASED ANIMAL CONTROL COSTS, WHILE DECREASING LICENSING COMPLIANCE.

The AKC Eukanuba Invitational National Championship held in Long Beach California and presently committed to future years had a positive financial impact on the community. Please see the enclosed study defining the economic benefits of AKC dog shows.

We respectfully request a review of AB 1634 to address the concerns of purebred dog owners.
