What does it take to make a change to the breed standard?
The USKBTC has been working on a change of the breed standard, especially to clarify the
section on color, as it applies to Kerries under 18 months old.
It is a time consuming process that must follow the prescribed steps outlined by the AKC.
Ultimately, nothing can be sent to the AKC for final approval, until the membership reviews
the suggested changes and has time to give further input. After review, feedback and
revision, the membership finally votes for the breed standard changes to be sent on to the
AKC.
Below you will find the various steps a parent club must follow before a breed standard
revision can take effect.
Breed Standard Revision Procedures
A revision consists of any changes, deletion, interpretation, or clarification to a
standard. Once the Board of Directors has approved a standard there is a five year
moratorium on any other revisions.
Parent Club
A) Breed Standard Committee is formed to review and formulate revisions.
B) Notify staff of the American Kennel Club that the club is in the process of
reviewing the standard.
C) Submit revisions to AKC staff for input while being developed. In January, 1999 the
AKC Board of Directors requested final revisions to be presented to the Board of Directors
for their review prior to the Club balloting.
D) Balloting of membership in accordance with Club’s Constitution and By-Laws. The
ballot must also inform the membership of the five year moratorium.
E) Submit results of balloting, copy of the ballot, cover letter, and standard to the
AKC.
F) Upon receipt of the final vote from the Parent Club, the standard and the results
are scheduled for inclusion in the Board book, and the date will be determined based upon
the next board meeting. The Parent Club is notified of this schedule. Below is an example
of a tentative schedule.
G) Upon approval of the Board of Directors, notification is sent to the Parent Club
with reiteration of the five year moratorium.
Breed Standard Schedule
1. The revised standard with voting results is submitted to the Board of Directors
including comparison of changes from current standard to revised standard. An an example of
the correct formatting for comparison is given to the parent club.
2. Publication in the next issue of the Gazette on the Secretary’s page
as a proposed revised standard.
3. After the 60 day period, it is resubmitted to the Board with comparison of changes
from current standard to revised standard, a complete standard as proposed, and any
correspondence from the fancy.
4. Board of Directors approves the standard and it is published in the next
Gazette on the Secretary’s page as the revised standard with approved and
effective date.
